
Consider this scenario: a talented recruit joins a growing team, motivated and eager to contribute. Six months in, the same person is going through the motions: answering the same three ticket types, never seeing how their work fits into the larger picture, rarely hearing anything back about how they are doing.
Nothing dramatic happened. The job itself simply was not designed to sustain motivation, and the disengagement that followed was a design outcome, not a discipline problem. Job Characteristics Model was developed to target such kind of issues. Understanding it gives HR teams a structured way to diagnose why roles lose their appeal, and a framework to rebuild them so they do not.
The Job Characteristics Model (JCM) is a work design theory developed by organisational psychologists J. Richard Hackman and Greg Oldham in 1976. It identifies five core job dimensions that shape how meaningful, motivating, and satisfying a role feels to the person doing it, and connects those dimensions to measurable outcomes like performance, satisfaction, and retention.
What sets the JCM apart from a simple checklist of ‘good job’ traits is that it does not stop at describing job features. It explains the psychological mechanism through which those features influence how someone works, which is why the model has remained relevant in HR and organisational design for close to five decades, well before terms like employee engagement entered common use.
Hackman and Oldham identified 5 characteristics that determine job motivation. Each one shapes a different part of the employee experience, making them critical in engagement:
Consider two versions of the same manufacturing role. In one, the operator repeats a single motion on an assembly line for an entire shift. In the other, the operator rotates through assembly, quality checks, and undertakes basic machine maintenance across the week. Same factory, same pay grade, very different level of engagement. Skill variety measures how many distinct skills and abilities a job calls on, and jobs that draw on a narrow band of ability tend to feel mechanical regardless of how important the output is.
A customer support agent who only ever handles the first response on a ticket, before it gets routed elsewhere, rarely knows whether the customer’s problem was resolved. An agent who owns a ticket from first contact to resolution experiences the work differently, because they can see a complete piece of work rather than a fragment of one. Task identity is about whether an employee can trace a task from start to finish and recognise it as a whole, identifiable output rather than one anonymous step in someone else’s process.
A hospital administrator processing insurance paperwork might not immediately connect their work to patient outcomes, unless someone points out that faster processing means patients get treatment approvals sooner. Once that link is visible, the same task carries different weight. Task significance is the degree to which a job noticeably affects the lives of others, whether inside the organisation or beyond it, and that visibility of impact is often what separates ‘just a job’ from meaningful work.
Take two employees with the identical task of closing month-end reports. One is handed a rigid checklist and told exactly when and how to complete each step. The other is given the deadline and the outcome required, and left to decide their own sequence and method. The second employee typically reports a stronger sense of ownership over the result, because autonomy signifies the degree of freedom and discretion an employee has over how, when, and in what order their work gets done.
“Good job this quarter” tells an employee almost nothing they can act on. “Your resolution time dropped from 48 hours to 26 hours, and customer satisfaction scores on your tickets rose 15%!” tells the employee exactly what worked. Feedback in the JCM sense refers to how directly and clearly a job itself, not just a manager’s annual review, provides employees with information about how well they are performing.
The 5 dimensions above do not directly cause motivation. Hackman and Oldham’s model argues that they work by triggering 3 internal psychological states in the employee, and it is those states that drive outcomes like satisfaction and performance:
A job can score high on all 5 dimensions and still fail to motivate someone if these three states are not triggered. Hackman and Oldham also noted that the strength of this entire chain depends on an employee’s growth need strength, meaning people who value personal development and challenge respond more strongly to enriched jobs than those who do not.
Hackman and Oldham did not propose the JCM as theory alone. To validate it, they developed the Job Diagnostic Survey (JDS) and administered it to 658 employees across 62 different jobs in seven organisations spanning industrial and service sectors.
In these surveys, employees described their jobs, while trained observers rated the same jobs independently, and supervisors separately rated employee performance. When these three data sources were correlated, the results supported the model’s core claims strongly enough that it became a standard reference point in organisational psychology.

Tracking these outcomes at scale is difficult with manual processes alone. So, HR teams increasingly rely on structured performance and engagement tracking within their HRMS software to see which teams or roles are showing early signs of disengagement, well before attrition numbers make the problem obvious.
The Job Characteristics Model includes a formula to quantify how motivating a given job is likely to be, based on the 5 dimensions:
MPS = [(Skill Variety + Task Identity + Task Significance) / 3] × Autonomy × Feedback
In this formula, skill variety, task identity, and task significance are averaged together, which ensures that a job can compensate for being weak on one of these three if it scores strongly on the other two.
Autonomy and feedback, however, are multiplied rather than averaged, which means a job scoring zero on either one will have an MPS of zero regardless of how strong the other dimensions are.
While the MPS formula does have its merits, researchers have questioned it, arguing that a simpler additive score of the 5 dimensions performs nearly as well in practice as the more complex multiplicative version, without the same sensitivity to measurement error.
The 5 dimensions themselves are also not always easy to isolate cleanly in real jobs; autonomy and feedback in particular tend to overlap with each other more than the theory implies. The model was also built and validated in an era of largely individual, co-located, factory and office-based work, and it translates less cleanly to team-based, cross-functional, or hybrid and remote roles common today, where task identity and feedback loops work quite differently than they did earlier.
However, none of this makes the model obsolete. It means that JCM works best as a diagnostic starting point rather than a rigid formula to apply mechanically, particularly for organisations where work has become more collaborative and less individually bounded than the original research assumed.
Turning the theory into a working process involves a fairly linear sequence:
Run structured employee surveys, ideally modelled on the logic of the original Job Diagnostic Survey, to understand how employees experience their current roles across all five dimensions.
Calculate a Motivating Potential Score for key roles to identify which ones are underperforming, and on which specific dimensions. Having this step undertaken accurately is key to the entire process.
A low MPS score is a starting point, not an answer. Drill into whether the weakness sits in skill variety, task identity, autonomy, or elsewhere, since the fix differs depending on which dimension is dragging the score down.
These are the two practical interventions the model points toward. Job rotation addresses weak skill variety by moving employees across different tasks or functions over time. Job enrichment addresses weak autonomy, task identity, and feedback by expanding decision-making authority, consolidating fragmented tasks into complete units of work, and building direct feedback into the workflow itself rather than leaving it to annual reviews.
Employees adapt to redesigned roles faster when they understand why the change is happening and how it benefits them directly. It helps them realize the relevance of the process and make necessary changes in their work.
Track engagement scores, performance metrics, and turnover across at least two to three review periods before concluding whether the redesign worked, since short-term dips are common during any transition. Feedback loops, performance tracking, and engagement survey data captured through a connected HR MIS reporting system give HR teams a live view of which redesigned roles are working, making it essential for modern organizations.
The JCM did not emerge in isolation. It shares conceptual ground with Herzberg’s Two-Factor Theory, which separates hygiene factors like pay and working conditions from true motivators like recognition and growth, since several JCM dimensions map closely onto Herzberg’s motivator category.
The JCM also connects to Deci and Ryan’s Self-Determination Theory, which places autonomy and competence at the centre of intrinsic motivation, echoing the JCM’s own emphasis on autonomy and skill variety as core drivers. Understanding these connections helps HR teams see the JCM not as a standalone framework but as one well-tested piece of a broader body of research on what makes work motivating.

MPS is calculated as [(Skill Variety + Task Identity + Task Significance) / 3] × Autonomy × Feedback. Because autonomy and feedback are multiplied rather than averaged, a job scoring very low on either one will have a low overall MPS regardless of how strong the other three dimensions are.
The core dimensions still apply, but some translate less cleanly to distributed work. Task identity and feedback in particular need deliberate redesign in remote settings, since informal, in-person feedback and visible end-to-end task ownership are harder to replicate without intentional workflows and tools.
Herzberg’s theory separates hygiene factors like pay and conditions from true motivators like recognition and growth. The JCM goes a level deeper by identifying the specific job dimensions and psychological mechanisms that produce those motivators in the first place, making it more actionable for redesigning a role rather than just categorising what motivates people.
